Question about CSULA and CSU North Ridge?

I am hearing impaired and I believe I meet all the requirements on the list. I have a 22 ACT score and you need 15-20 and I am in the percentile for the class, the only thing I am lacking is my GPA. You need a 3.10 and I am slightly below. I know that north Ridge is good with hearing impaired and deaf people. I am curious however, do I have a chance to get into either of these colleges if I am out of state?
